Brokerage: Change Movement Cancel Button Functionality

Base functionality is that when you use the Cancel button to remove a Carrier it clears out the Pallet count. This benefits nobody, and is extremely annoying for our produce loads with a lot of stops. When we add a new carrier to the same movement we have to go re-add all the pallet counts.
